Northrop Grumman has secured a contract to help the US Air Force (USAF) enhance and maintain the global adaptive planning collaborative information environment (GAP CIE) software system.
Awarded by the Life Cycle Management Center, in Offutt Air Force Base, Nebraska, the indefinite delivery, indefinite quantity (IDIQ) contract has a five-year performance period, and a total value of up to $98m.
Under the direction of the US Strategic Command (USSTRATCOM), the company will make software deliveries for the maintenance and enhancement of fielded GAP CIE capabilities.
In addition to this, the company will continue the effort to incorporate tools for the production of campaign assignment, contingency plans and orders, plan tasking and guidance for force employment decisions.
Northrop Grumman Information Systems strategic command and control director Doug Pachunka said the GAP CIE is designed for emerging crisis situations, and hence the automation of courses of action tools is important to let joint operation planners focus on the quality of the information and the plan.
"We’ll build on our understanding of the technical challenge and apply our innovative software development approaches and engineering rigor to ensure an intuitive, reliable and sustainable capability," Pachunka said.

By GlobalDataNorthrop’s GAP CIE engineering efforts are expected to be built on agile software development concepts for warfighter-focused capabilities, and incorporate best-practice, repeatable Capability Maturity Model (CMM) Level 5/ISO9001 processes for quality software.
GAP CIE is a web-based, collaborative joint operation planning (JOP) net-centric tool for contingency and crisis action planning at the combatant commander (COCOM) and strategic level.
A part of USSTRATCOM’s integrated strategic planning and analysis network (ISPAN), the system enables multiple COCOM staffs, subordinate commands and other agencies to collaborate online for mission planning and providing analysis to senior decision-makers.
