The US Defense Security Cooperation Agency (DSCA) has notified Congress of a potential $319m foreign military sale of facilities and infrastructure construction support service to Kuwait.

The Government of Kuwait requested for design, construction, and procurement of key airfield operations, command and control, readiness, sustainment, and life support facilities for the Al Mubarak Airbase in Kuwait.

The US Army Corps of Engineers (USACE) is serving as the principal organisation that will direct and manage this programme.

Under the sale, the USACE will provide project management, engineering services, technical support, facility and infrastructure assessments, surveys, planning, programming, design, acquisition, contract administration, and construction management. It will also provide other technical services for construction of facilities and infrastructure for the airbase.

"With the construction of the new airbase, Kuwait will be able to improve the operational effectiveness of its military and promote security and stability throughout the country."

The overall project includes construction of main operations centre, hangars, training facilities, barracks, warehouses, support facilities, and other infrastructure required for a fully functioning airbase.

The facilities being constructed are similar to other facilities previously built by USACE in other Middle Eastern countries, DSCA stated.

These facilities are intended to replace existing facilities and will provide autonomous airbase operations to the Kuwait Air Force.

With the construction of the new airbase, Kuwait will be able to improve the operational effectiveness of its military and promote security and stability throughout the country.

It will provide support through both in-house personnel and contract services.

Kuwait will have no difficulty absorbing this additional capability into its armed forces.
