In March 2008, Russian President Vladimir Putin met with US Defense Secretary Robert M Gates and Secretary of State Condoleezza Rice, who presented him with a 'strategic framework' addressing contentious topics such as US missile defence systems in Europe. Under Putin, Russia is rebuilding its defence infrastructure.
